　　背景补充：美国的州立大学的学费往往有两种：In-state tuition，州民学费，针对本州居民的学费，条件是学生自己必须是本州的居民，至少是美国公民，其学费相对是较低的。这种低廉的学费非常有助于州立大学吸引成绩优异但家境不够富裕的学生。Out-of-state tuition，非州民学费，针对本州居民以外，往往是in-state tuition的三至四倍。
