应对气候变化的基本立场
气候变化问题是二十一世纪人类社会面临的严峻挑战之一,需要国际社会携手合作,共同应对。中国认为,应坚持《联合国气候变化框架公约》以及《京都议定书》确定的应对气候变化基本框架,坚持"共同但有区别的责任"原则和各自能力原则,坚持公开透明、广泛参与、缔约方驱动和协商一致原则,坚持可持续发展原则。发达国家应当正视其历史累积排放的责任和当前高人均排放的现实,率先大幅度减少温室气体排放,切实兑现向发展中国家提供资金和技术转让的承诺。发展中国家在可持续发展框架下积极采取行动应对气候变化。积极开展政府、议会等多个层面和多种形式的国际合作,加强多边交流与协商,增进互信,扩大共识。中国一贯积极建设性参与谈判,在公平合理、务实有效和合作共赢的基础上推动谈判取得进展,不断加强公约的全面、有效和持续实施。

China's fundamental stance on climate change
Climate change is one of the gravest challenges facing human society in the 21st century. It is an issue that requires the concerted efforts of the international community to tackle it. China holds that all countries should follow the basic frameworks to address climate change established in the UN Framework Convention on Climate Change and the Kyoto Protocol and abide by the principles of common but differentiated responsibilities and respective capabilities, of openness, transparency and extensive participation, of signatory leadership and consensus through consultations, and of sustainable development.
Developed countries should face head-on their historical responsibilities of cumulative emissions and current high per-capita emissions, take the lead in substantially reducing greenhouse gas emissions, and earnestly fulfill their commitments to provide financial support and transfer technologies to developing countries. On their part, developing countries should take active measures to combat climate change within the framework of sustainable development.
International cooperation in various forms should be conducted between governments, parliaments and on other levels, and mutual trust and consensus should be enhanced through multilateral exchanges and consultations. China has always been an active and constructive participant in negotiations and works to advance them on the basis of justice and fairness and through pragmatic, effective and mutually beneficial cooperation, in order to make the comprehensive, effective and constant implementation of the UN Framework Convention on Climate Change a reality.
