"383 Plan" is a reform plan prepared in 2013 by a team led by Liu He, the Deputy Director of the National Development and Reform Commission. It focuses on a "tripartite reform" of market, government and enterprise, which will be spread across eight key sectors, with three major breakthroughs to be made.
