　　近日，二手房转让所得征20%个税的消息引爆了交易市场。新华社援引税收专家说法称，若转让自用5年以上且是家庭惟一生活用房，应不在此次规定之列;各地或在4月前后出台调控细化政策。

　　上文中的shift the tax increase to the buyer就是指交易税费“转嫁”。有些租房者表示，secondhandhousing transactions(二手房交易)中的tax increase(税费提高)目的是制止house speculation(房产投机)，但最终会推涨housing rental fees(房屋租赁价格)。

　　有专家表示，新政也会对demands from first-home buyers(首次置业需求)以及demands from thosewho want to sell their apartments and buy bigger ones to improve their living conditions(改善型需求)造成打击。也有人呼吁，real estate tax levy system(房地产税收体制)改革势在必行。
