为发掘引进更多的高科技人才，浦东新区曾组织了两次大规模的海外招聘活动，一批批高学历的海外留学人员通过招聘渠道来到浦东，进入包括政府部门在内的各个领域参加新区的开发建设。统计资料表明，目前，落户浦东的海外留学归国人员已达4100人。今后几年，浦东将进一步建设成为面向国际的区域性金融服务中心、经营管理中心、现代物流中心、旅游会展中心和国际贸易中心，在引进国际化人才方面，有关部门会为一技之长的“海龟派”提供更为广阔的发展天地。
